The process of the General Assembly is a marathon, not a sprint; it can take many years to get something passed, but every year is an important opportunity to add new supporters and move it closer to the finish line. 

Below you will find updates on all our bills at Crossover.

HOUSING:

  • HB 2175 (Del. Clark) [Failed to Pass the House] / SB 1136 (Sen. Boysko) [Failed to Pass the Senate] Anti-Rent Gouging: Allowing localities to limit abusive rent increases for tenants.  
  • Supporting the Allies for Housing Action coalition’s priorities, including housing affordability, healthy housing, eviction prevention, and tenants’ rights. 

WORKER PROTECTIONS:

  • HB 1980 (Del. Hernandez) [Passed the House] / SB 1103 (Sen. Hashmi) [Failed to Pass the Senate] Preventing heat illness for workers.
  • HB 1625 (Del. McClure)[Passed the House] Including farmworkers and temporary workers in our minimum wage laws.

CRIMINAL LEGAL REFORM:

  • HB 2217 (Del. Callsen) [Passed the House] / SB 1227 (Sen. Aird)[Failed to Pass the Senate] Ensuring those who will receive a court-appointed attorney have access to them before their first appearance in court and stopping those who cannot afford an attorney from being charged for one (as part of the Virginia Pre-Trial Coalition).  
  • SB 1191 (Sen. Deeds)[Passed the Senate] Making pre-trial data more readily available by sharing it with the Virginia Longitudinal Data System (as part of the Virginia Pre-Trial Coalition). 
  • HB 2223 (Del. Cousins) [Failed to Pass the House]Eliminating the practice of charging indigent people for exercising their Constitutional right to an attorney.  
  • HB 1665 (Del. Jones/Cherry) [Passed the House] Creating transparency in court billing by requiring the court to provide an itemized bill listing the breakdown of the fines and fees they owe.  
  • SB 778 (Sen. Locke) [Passed the Senate] Creating a minimum age where children can be charged in the juvenile justice system (being led by RISE for Youth).  

IMMIGRATION:

  • SB 1302 (Sen. McPike) [Passed the Senate] Allowing Driver Privilege Cards and time-limited duration licenses to mirror the time duration of driver’s licenses.  

EDUCATION:

  • Supporting the Fund Our Schools coalition’s priorities, including increasing public-school funding, supporting the youth facing the highest barriers to education, increased school-based mental health supports, and creating safe and restorative environments for every student. 

HEALTHCARE:

  • Budget Amendment (Sen. Deeds) [Not Included in the Senate Budget at this time] Expanding emergency Medicaid to cover cancer treatment and working to increase Medicaid appeal timeframes (being led by Virginia Poverty Law Center). 
  • Budget Amendment (Sen. Hashmi & Del Tran)[Not Included in the House or Senate Budget at this time] Insurance coverage for all children regardless of immigration status (being led by Healthcare for All Virginians and The Commonwealth Institute).  

DEFENSIVE:

LAJC will oppose bills that try to roll back rights or otherwise harm communities we serve in the 2025 Session, including any attempt to expand youth criminalization and incarceration, decrease safety or rights for Virginia immigrant communities, reduce access to quality affordable healthcare for low-income communities, limit who has access to bail, and increasing policing of low-income communities.
