Work for Housing Justice in Richmond

Legal Aid Justice Center is a partner organization in RePHRAME – "Residents of Public Housing in Richmond Against Mass Eviction" – an alliance of public housing residents and community groups working for better low-income housing options in Richmond. 

Currently the Richmond Redevelopment and Housing Authority (RRHA), which owns and manages Richmond’s 4100 units of public housing, plans to tear down nearly 1000 of these homes without clear plans to replace them.

RePHRAME wants RRHA and the City of Richmond to commit to a fair and inclusive redevelopment process, including 1) One-for-one replacement of all public housing units lost to redevelopment (“1-for-1 replacement”); 2) the right of current public housing residents to return to the newly created units without being re-screened (“right to return”); and 3) a meaningful and enforceable process of public housing resident participation.

To make this happen, RePHRAME members are going door to door in Gilpin Court, talking with residents about how they can get involved.  Gilpin Court is home to 783 families, and is the next public housing community slated for demolition.  RePHRAME has also worked with Legal Aid Justice Center and public housing residents in Charlottesville to create a public housing residents Bill of Rights.
